This is UMA’s first Policy Brief in a series of three co-authored with The Century Foundation (TCF). It analyzes the forthcoming State Small Business Credit Initiative (SSBCI), a $10 billion program of the American Rescue Plan Act.

Specifically, this report offers recommendations of how funding from SSBCI can be deployed to position and support manufacturing as a strategy for wealth-building and racial equity – from the perspective of state government and Community Development Financial Institutions (CDFIs).

This report is an extension of UMA’s Pathways to Patient Capital initiative and draws upon the experiences of our cohort members.
